No Objection Certificate (NOC) for 2 wheeler - Inter State Vehicle Transfer

Hi all,
I am a engineer working with a MNC in the IT Industry, currently staying in Bangalore. After staying here for 1 year I felt the need of my bike which I had bought in my engineering days. So I brought my bike to Bangalore from Nagpur. Now the problem is, i cannot ride a bike having Maharashtra registration, in Karnataka without a No Objection Certificate (NOC). So I searched all over the internet and asked some friends and finally found out how to get it done.

Here is what it needs to get a NOC (its really simple, if you are ready to spend some money):
1. The NOC has to be taken from Maharashtra govt. in my case Nagpur RTO office.

2. Take 3 copies of print of form 28. (I did from http://www.mahatranscom.in/trans_noobjection.aspx)

3. On the first page of each copy take a pencil imprint of your bike's chassis number on the left corner(or else can be done on white paper and pasted on the first page of form-28).

4. Take photo-copy of your bike's Insurance (obviously the one which is not lapsed).

5. The original copy of the RC book is also needed and it has to submitted along with the form.

6. Give all the above mentioned documents to a RTO agent and he will do it in 5 days time (depends, may be even less).

7. The money you need to spend following this procedure is a bit more (I spent 1k), but if you have the time, it can be done without the intermediate agent also.

Cost:
With agent - Rs 800 to 1200. (depends how well you can convince him)
Without agent - Not less than 300. (some money has to be given to local police)

The only problem is, I had to go to Nagpur for getting my NOC done, but by having all the above documents someone else can also do it provided the owner signs the required pages of form-28.

That's it, now the roads are tension free, and the cops cannot create a problem...

  1. Giving money to the agent to get things done and disclosing that to others will not be considered as a serious offence. But daring to disclose the same thing in case of a Govt Employee may call for undesired problems. SO maintain caution in future.

  2. Thanks very much for the information, I have done the same as mentioned in your note. Have forwarded the requisite documents to my dad who has handed the same to an agent. Though the agent has ensured to provide the NOC within 12 days.
    He will be charging a total fee of rs 1300. So am waiting for the NOC, hope to get it by next week.

  3. Thanks for the information. Can you share your RTO agent contact details with me. My problem is bit complicated. my Bike is in Mumbai and I'm planning to get my over here in Bangalore and I don't know anyone in Nagpur now. So I was wondering may be I will send all the document to Agent and he would take care of submission and other things. Please advice.

    1. If your bike is in Mumbai, then you can get it done from Mumbai itself. Why do you need to do it from Nagpur?

    2. Just Go to RTO office and there will be lot of xerox shops. Ask those people about the agent and negotiate.

  8. NOC is required only for re-registration of vehicle in other state. You'll have to pay the road tax with the NOC and re-register with in 11 months of entry into Karnataka.
    If you have to sell your vehicle back in your home town, you'll have to cancel the NOC by physically taking the vehicle there. Taking NOC is a headache! Best method is sell the vehicle of there and buy one here (KA) if you are planning for a long stay. NOC'd vehicle means it is in transition from one-state to another.

  9. I bought a howrah , West Bengal registered car to Malda, West Bengal. Since I got this vehicle transferred to another district I have been asked to re-register the car in Malda. I have obtained the NOC from howrah. I would like to know what is the validity for this NOC and what would be cost of doing to re-register the car in my dinesh

    1. Generally the NOC is valid for 1 year. You will have to re-register in Malda before that..

  13. Hi,
    I applied for my bike's NOC (at KA51 Bangalore RTO) on 26th October '13 along with an additional Police report(which is part of the RTO's duty to get it done) , its been a 1 month now and have no update or clue as to what happened to my NOC application.

    I had attached a self-addressed envelope along with the application so that they could post it to me at my Delhi address, I am not able to ride my bike here due to this issue.
    I tried calling the Bangalore RTO but they never pick up the call.

    Can anyone please let me know the contact information for the Electronics City, Bangalore RTO as its becoming a pain in the a** now !!

  16. Hello, Do I have to apply diffrent NOC for diffrent states.. For e.g : My Bike bear registration number "JH"(jharkhand) . I have already applied for NOC as I am now residing in Hyderbad . The problem is I am getting transferred to bangalore in 2 mnths. Do I need to apply again for NOC for Karnataka State . Pls suggest .. Thanxxx in advance

    1. Yes you need to apply for a new NOC for Karnataka. If you see your NOC you will find that it contains the destination address. Now it will be Karnataka for you..

  18. Hi, I have taken my NOC from WB, it has been 4 months and it has to be transfered to AP. The issue is while i reached hyderabad i have lost my Original RC of my vehicle. I have all the other certificates with NOC and the valid Insurance. Is it a must to have the rc to have the vehicle transfered to AP? Some one please advise.

    i am transferring my bullet from my native place Himachal to Bangalore. I got my NOC from Himachal RTO. after getting NOC and bike here in Banagalore, can i ride my bike safely without any hassle by Traffic cops ??
    NOC is simply required to show that my bike is safe and do not under come against any illegal jurisdiction. any other reason why NOC is required?
    and also please let me know if there is any need to transfer my bike on Karnataka's number as i don't want to do that .

    For NOC we have to contact the same RTO office at the time of registration or else we have to visit any RTO office in Delhi, please guide me as soon as possible.

    My bike is registered in Pune rto and I have brought this bike to Hyderabad without taking. NOC . Now if I wanted to take the Noc , do I need to take my bike back to Pune or if I follow the above mentioned procedure , will it work in my case ???

    I am relocating to Pune (from hyderabad) for a period of one year. I want to take my bike to Pune by taking NOC. I will stay in Pune <= 1 year only.

    Question is:
    1) For how much period this NOC is valid?
    2) Should I pay any road tax there, if I stay <= 1year?
    3) Should I pay any road tax there, if I stay for 3 months? If not needed
    then any police will object me even there is NOC?
    4) Will there be any time period mention in the NOC. If not how can one know what is the start date and end date for NOC?

  35. I have transferred from Pune to hyd. I got the NOC from pune RTO.
    Bike was registered with my friends name(now he is in Onsite). I got the NOC in my name. now the NOC got expired.
    Now again I transferred to banglore. Do I need to go back to get the NOC renewal..?

  39. Hi, i have bought a second hand bike from one person, i m learner so, but the problem is his bike registered in WB, and he do not have NOC!!,
    now i m planning to buy that, but how will i transfer that bike to my name to Karnataka.
    He told bcz of this hazzle only he want to sell his bike, he have all the original docs and tax paid also have insurance till august-16.
    i dont know anything about transport rules, i m getting in good price so now its problem, how will we convert that from wb to karnataka. Is it possible>??
